Wales FE pay and conditions update

The joint trade unions (JTU) in further education met with Colegau Cymru on the 12 January to discuss pay.  A request was made by the JTU to CC for a formal response to our 2022/2023 pay claim.

The Principals met on 14 February 2023 to consider the pay claim from the joint unions.  They responded as follows:

  • there have been some significant developments since the submission of the pay claim. This includes the payment of the 5% cost of living supplement, the implementation of the uprating to the Real Living Wage by all colleges, and the ongoing industrial dispute in the school sector
  • the employer remains committed to pay parity for all college staff with the school sector on condition that this is fully funded by the Welsh Government. Given this commitment and given that there is still no resolution to the ongoing negotiations on pay within the school sector, they are not able to provide a formal response to the pay claim
  • they are eager to resolve the pay claim as soon as possible but given the current uncertainty in schools and the significant financial pressures on further education at the current time we are not able to present an offer at this stage
  • they will continue to monitor developments elsewhere and liaise with the Welsh Government. 

As already communicated with you, as soon we have a firm offer, we will be discussing our response as joint trade unions and update you as soon as possible. 

NEU members in the compulsory school education sector in Wales are taking further strike action on 14 and 15 March over funding and pay.  Members in Post-16 education have not been balloted at this time. 

We also asked for an update on getting additional leave for support staff as part of the 21/22 claim which remains unresolved. The Principals discussed in the proposal for additional annual leave for business support staff and the potential additional costs associated with this. Unfortunately, they said the significant cost and budget pressures on the sector at the current time means they are not prepared to negotiate on this issue.

The Joint Trade Unions have asked for the actual cost of the additional leave and to reopen the negotiation once we have this information.

Cyfarfu'r Cyd-undebau Llafur Addysg Bellach â ColegauCymru ar 12 Ionawr i drafod cyflog. Gwnaeth y Cyd-undebau Llafur gais i CC am ymateb ffurfiol i'n hawliad cyflog ar gyfer 2022/2023.

Cyfarfu'r Prifathrawon ar 14 Chwefror 2023 i ystyried yr hawliad cyflog gan y cyd-undebau.Gwnaethant ymateb fel a ganlyn:

  • Bu rhai datblygiadau sylweddol ers cyflwyno'r hawliad cyflog. Mae hyn yn cynnwys taliad atodol costau byw o 5%, pob coleg yn gweithredu'r cynnydd yn y gyfradd Cyflog Byw Gwirioneddol, a'r anghydfod diwydiannol parhaus yn y sector ysgolion
  • Mae'r cyflogwr yn parhau i fod yn ymrwymedig i sicrhau cydraddoldeb cyflog rhwng staff colegau a staff yn y sector ysgolion ar yr amod y caiff ei gyllido'n llawn gan Lywodraeth Cymru. Yn sgil yr ymrwymiad hwn a gan nad oes unrhyw ddatrysiad i'r trafodaethau parhaus ynghylch cyflog yn y sector ysgolion o hyd, ni allant ddarparu ymateb ffurfiol i'r hawliad cyflog
  • Maent yn awyddus i ddatrys yr hawliad cyflog cyn gynted â phosibl ond oherwydd yr ansicrwydd presennol mewn ysgolion a'r pwysau ariannol sylweddol ar sefydliadau addysg bellach ar hyn o bryd, ni allwn gyflwyno cynnig ar y cam hwn
  • Byddant yn parhau i fonitro'r datblygiadau mewn mannau eraill ac i gydgysylltu â Llywodraeth Cymru.

Fel rydym eisoes wedi eich hysbysu, cyn gynted ag y bydd gennym gynnig pendant, byddwn yn trafod ein hymateb fel cyd-undebau llafur ac yn rhoi'r wybodaeth ddiweddaraf i chi cyn gynted â phosibl. 

Bydd aelodau'r Undeb Addysg Cenedlaethol (NEU) yn y sector addysg orfodol mewn ysgolion yng Nghymru yn streicio unwaith eto ar 14 a 15 Mawrth dcyllid a chyflog. Nid yw aelodau sy'n gweithio ym maes addysg Ôl-16 wedi pleidleisio y tro hwn. 

Gwnaethom hefyd ofyn am ddiweddariad ynghylch gwyliau ychwanegol i staff cymorth fel rhan o'r hawliad 21/22 sy'n parhau i fod heb ei ddatrys.

Trafododd y Prifathrawon y cynnig am wyliau blynyddol ychwanegol i staff cymorth busnes a'r costau ychwanegol posibl sy'n gysylltiedig â hyn. Yn anffodus, dywedwyd bod y costau sylweddol a'r pwysau cyllidebol y mae'r sector yn eu hwynebu ar hyn o bryd yn golygu nad ydynt yn barod i drafod y mater hwn.

Mae'r Cyd-undebau Llafur wedi gofyn am gostau gwirioneddol y gwyliau ychwanegol ac am gael ailddechrau'r trafodaethau ar ôl i ni gael y wybodaeth hon.
