Part-time hourly campaign

I am writing to you to introduce this campaign and ensure that you have the opportunity to engage with other members during the campaign. UCU have tried over a number of years to address the issue of casualisation in the further education sector and we have made some progress. We have an agreement on the way all part time hourly paid staff are paid in every college in Wales; we have a part time hourly contract which provides for a basic foundation for all casual staff employed in further education, however we still have an issue where some colleges are using the permanent part time hourly contracts rather than allowing staff to progress onto fractional and full-time contracts, where appropriate.

When we negotiated the range of contracts with ColegauCymru (2009 - 13) there was no permanent part time contract. About a year later CC approached us and asked if they could use a part time permanent contract, for those staff who wished to remain part time in order to reduce the work of HR departments in re-issuing contracts to this group of staff. We took the CC request at face value and agreed to its use.

However, that trust has been breached and we have a situation where in at least one college an employer is refusing to allow staff to move from part time hourly contracts to fractional or full time contracts unless they have some responsibility of academic leadership at a course level. So we know that UCU needs to address this particular issue and rather than assume that this is the only issue, we have decided to run a campaign to establish the views of part time members. If we get the engagement right we can set a negotiating agenda that has been decided and agreed by part time members.

Rwyf yn ysgrifennu atoch i gyflwyno'r ymgyrch hon a gwneud yn siŵr y byddwch yn cael y cyfle i ymgysylltu ag aelodau eraill yn ystod yr ymgyrch. Mae UCU wedi bod yn ceisio mynd i'r afael â mater defnyddio contractau dros dro yn y sector addysg bellach dros nifer o flynyddoedd, ac rydym wedi gwneud rhywfaint o gynnydd. Mae cytundeb gennym ar y ffordd y caiff staff rhan amser a delir fesul awr eu talu ym mhob coleg yng Nghymru; mae contract rhan amser a delir fesul awr gennym sy'n darparu sylfaen ar gyfer staff achlysurol a gyflogir yn y sector addysg bellach. Fodd bynnag, mae rhai colegau yn defnyddio contractau rhan amser a delir fesul awr yn lle caniatáu i staff fynd ymlaen i gontractau ffracsiynol a llawn amser lle y bo'n briodol, sy'n broblem o hyd.

Pan aethom ati i negodi'r amrywiaeth o gontractau â CholegauCymru (2009 - 13), nid oedd unrhyw gontract rhan amser parhaol ar gael. Tua blwyddyn yn ddiweddarach, daeth Colegau Cymru atom gan ofyn a fyddai'n bosibl iddynt ddefnyddio contract rhan amser parhaol ar gyfer yr aelodau hynny o'r staff a oedd yn awyddus i barhau i weithio'n rhan amser, er mwyn lleihau gwaith adrannau Adnoddau Dynol o ran ailgyflwyno contractau i'r grŵp hwn o staff. Gwnaethom gymryd cais Colegau Cymru o ddifrif, gan gytuno y byddai'n bosibl defnyddio'r math hwn o gontract. 

Fodd bynnag, mae'r ymddiriedaeth honno wedi cael ei thorri, ac rydym mewn sefyllfa lle, mewn o leiaf un coleg, mae'r cyflogwr yn gwrthod caniatáu i staff symud o gontractau rhan amser a delir fesul awr i gontractau ffracsiynol neu lawn amser oni bai bod ganddynt rywfaint o gyfrifoldeb am arweinyddiaeth academaidd ar lefel cwrs. Felly rydym yn gwybod bod angen i UCU fynd i'r afael â'r mater penodol hwn. Yn hytrach na thybio mai hwn yw'r unig fater y mae angen ei drin, rydym wedi penderfynu cynnal ymgyrch i sefydlu barn aelodau rhan amser. Os aiff y gwaith ymgysylltu'n dda, gallwn osod agenda negodi a bennwyd gan aelodau rhan amser ac a gytunwyd ganddynt. 

Oes oes gennych unrhyw gydweithwyr nad ydynt yn aelodau o UCU, beth am rannu'r llythyr hwn â nhw a'u hannog i ddod i un o'r cyfarfodydd ar-lein isod? Rydym bob amser yn falch o groesawu aelodau newydd. Rwyf wedi nodi amserlen yr ymgyrch isod. Cysylltwch â Karen Williams os hoffech drafod unrhyw fater a godwyd yn y llythyr hwn, neu i ddysgu mwy am yr ymgyrch a beth y gallwch ei wneud i helpu.
