1. The current rule 13 procedure can be found here. You do not need to answer all questions that follow. They are intended to help structure the feedback that the commission receives. You can, if you prefer, email a response of your preferred form to rule13review@ucu.org.uk.
Your experience of the scope of complaints
1. Rule 13 is the only process by which a member of the union may be disciplined for their conduct, specifically breach of rule, including conduct which is of detriment to the union. Some complaints that members may wish to raise are not covered by the process (but may be covered by another process).

1. The procedure sets out an expectation for the normal completion of each stage.

Your experience of the process
1. There are several stages to making a complaint. Assuming a complaint is in time, in scope and set out correctly, an investigating officer will seek to establish the facts of the complaint and whether there is a case to answer.
2. Do you have any comment to make about understanding the preliminary and investigative stage of the Procedure?
3. A panel of three NEC members holds a hearing for those complaints that move forward to determine whether the rules were breached and if so what sanction may be applied. A further panel of members elected by Congress are appointed to listen to appeals from members who are sanctioned. If a sanction is upheld, then the name of the member and the sanction is published via email and a password protected page on the union website.
