PAR: Materion yn ymwneud â llwyth gwaith / RE: Workload matters

Fel y gwyddoch efallai, mae Undeb Prifysgolion a Cholegau (UCU) wedi bod mewn anghydfod â chyflogwyr colegau yng Nghymru am bron dair blynedd. Yn ystod cyfarfod diwethaf y Pwyllgor Sector Addysg Bellach (FESC), penderfynodd cynrychiolwyr o'ch cangen ddod ag anghydfod Undeb Prifysgolion a Cholegau â chyflogwyr yng Nghymru i ben er mwyn gallu trafod honiad Cyd-Undebau Llafur a chytuno arno â'n chwaer-undebau yng Nghymru.

Rwyf wedi cytuno i ddrafftio'r fersiwn gyntaf o'r honiad newydd a fydd yn cynnwys y canlynol:

  • gostwng uchafswm yr oriau addysgu wythnosol o 24 i 21

  • gostwng uchafswm yr oriau addysgu blynyddol o ganlyniad i hynny

  • cynyddu'r amser a roddir i baratoi a marcio o 20 munud i 30 munud am bob awr o addysgu.

Nod yr undeb llafur yw cyflwyno'r honiad yn ystod ail hanner mis Ionawr 2020. Yn ogystal â chyflwyno'r honiad, rydym yn cynnal pleidlais statudol er mwyn ein galluogi i gymryd camau gweithredu diwydiannol yn gyflym pan fydd y cyflogwyr yn gwrthod mynd i'r afael â'n honiad o ddiffyg cyllid.

Mae angen eich cymorth arnom i sicrhau y gallwn leihau llwyth gwaith darlithwyr er eu hiechyd a'u lles eu hunain yn ogystal â chynnal safon uchel o addysgu ym mhob rhan o'r sector Addysg Bellach yng Nghymru.

Beth y gallwch ei wneud i helpu?

  1. Byddwch yn derbyn e-bost yr wythnos nesaf (2 Rhagfyr) o Lundain yn gofyn i chi ateb un cwestiwn - Beth fyddai wythnos addysgu ag uchafswm o 21 o oriau yn ei olygu i chi? Rydym yn chwilio am frawddeg neu ddwy mewn ymateb er mwyn ein helpu i greu sail dystiolaeth ar gyfer y gwaith gwleidyddol y bydd angen i ni ei gwblhau i fynd i'r afael â'r materion o ran cyllid.

  2. Ewch ati i siarad â'ch cydweithwyr nad ydynt yn aelodau o'r undebau a'u hannog i ymuno a helpu i wella eich amodau gwaith. Cofiwch fod athrawon yn gweithio am 1265 awr yn eu contractau a'n bod ni'n gweithio am 1532 o oriau heb gynnwys yr oriau cau a allai gyfateb i 37 o oriau ar gyfer pob 5 diwrnod cau, sy'n golygu ein bod yn gweithio 230 o oriau yn fwy na'r nifer a ddisgwylir gan athro; mae eu dogfennau telerau ac amodau yn nodi bod yn rhaid i athro a gyflogir yn llawn amser 'fod ar gael i weithio 195 diwrnod, ac o blith y rhain rhaid i 190 o ddiwrnodau fod yn ddiwrnodau pan fydd yn ofynnol i'r athro addysgu disgyblion a chyflawni dyletswyddau eraill'. Rhaid i'r 195 o ddiwrnodau hynny gael eu nodi gan y cyflogwr neu, os bydd y cyflogwr yn rhoi cyfarwyddyd o'r fath, gan y pennaeth.

    Darparwyd yr enghraifft hon gan un o'n chwaer-undebau sy'n gweithio mewn ysgolion

    Noder mai enghraifft yw hon yn unig. Bydd y ffordd y caiff amser ei neilltuo ar gyfer agweddau gwahanol ar ddiwrnod gwaith athro yn amlwg yn amrywio mewn ysgolion. Yr hyn sy'n bwysig yw sicrhau bod y mater yn cael ei ystyried yn ofalus ac nad yw'r athro yn gweithio am fwy na 1265 o oriau gan gynnwys amser wrth gefn. Cyn cyflwyno amser CPA, roedd athrawon yn gweithio am 22.5 o oriau yr wythnos. Maent yn cael ychydig dros 10 y cant o'r ffigur hwn ar gyfer amser CPA.

As you may know UCU has been in dispute with the college employers in Wales for nearly three years. Your branch representatives took a decision at the last Further Education Sector Committee (FESC) in Wales to close down the UCU dispute with the Welsh employers to allow a Joint trade Union claim on workload to be discussed and agreed with our sister unions in Wales.

I have agreed to draft version one of the new claim which will include the following:

  • a reduction in the maximum weekly teaching hours from 24 to 21

  • a consequential reduction in the maximum annual teaching hours

  • an increase in the amount of preparation and marking time from 20 minutes to 30 minutes for every hour of teaching.

It is the intention of the trade union side to table the claim in the second half of January 2020. At the same time as tabling the claim we are running a statutory ballot to allow us to move quickly to industrial action when the employers refuse to address our claim for lack of funding.

We need your help to make sure that we can deliver on the reductions in lecturer's workload everyone so desperately needs for their own health and well-being in addition to maintaining the high standard of teaching across the FE sector in Wales.

What can you do to help?

  1. You will receive an email next week (2 December) from London asking you to answer one question - what would a 21 hour maximum teaching week mean to you? We are looking for one or two sentences in response to help build an evidence base for the political work we will need to do to address the funding issues.

  2. Talk to your colleagues who are not in the unions and encourage them to join and help improve the conditions under which you work. Remember teachers work for 1265 hours in their contract, we work 1532 hours minus the number of closure hours, which could be as many as 37 hours for 5 closure days, even then that is still 230 hours more than is expected of a teacher; their terms and condition documents states that a full time teacher 'must be available for work for 195 days in any school year, of which 190 days must be days on which the teacher may be required to teach pupils and perform other duties'. The 195 days must be specified by the employer or, if the employer so directs, by the head teacher.

    Please note this is simply an example. The way in which the time is allocated for different aspects of a teacher's working day will clearly vary between schools. What is important is that the issue is given careful consideration and that the total directed hours, including contingency time, does not exceed 1265 hours. Prior to the introduction of PPA time, teachers in school taught for 22.5 hours per week. Their allocation of PPA time is slightly over 10 per cent of this figure
