1. FE workload dispute
Report from meeting with FE employers' representatives (CC): your negotiators along with other academic unions in Wales met with CC negotiators on Thursday 7 March to discuss the UCU dispute over workload and receive their response to our claim. It was agreed that CC would cost a reduction from 24 weekly teaching hours to 23 hours and 22 hours and agreement was reached on other areas of the claim and a remit was agreed for the drafting group, which is meeting on Friday 15 March to draft amendments to the national workload agreement.

2. HE restructure updates

  • Cardiff: The branch representatives and other stakeholders are meeting with the VC on 20 March to discuss their rejection of the need to 'Transform Cardiff', the proposals agreed by Cardiff Council (governors) to re-structure within the university to save costs and cut the workforce. No formal notifications of redundancy have been issued as yet.

  • Bangor: The branch are currently engaged in a detailed look at the financial issues, via the UCU financial working group, to see what can be done to protect the jobs of members in Bangor. A formal notification of redundancy has been received in Bangor.

  • UWTSD: No formal notification of redundancy has been received as yet, but management are including UCU and other campus unions in discussion as they address the future funding shortfall.

  • Glyndwr: The VC issued a newsletter on the 1st March alerting staff to  HE sector financial challenges and implications for Wrexham Glyndwr. It is clear from the newsletter that UCU will receive a formal notification of redundancies in the not too distant future.

3. Wales Congress 2019 - sector conference update
HESC at Congress heard form Greg Barnett, UCU head of nations and regions, about the need to develop bargaining capacity within UCU branches to supplement the deficit from JNCHES (UK negotiations). Officials in Wales will work with HESC to address the capacity issues and encourage branch representatives at the UCU higher education sector committee (HESC) to discuss matters on which they could share resources and successes.

FESC took decisions on the following:

  • All Wales dignity at work policy

  • Is the EWC still fit for purpose?

  • Mental health in the workplace

  • Pay claim 19/20

  • Pay scale parity with schoolteachers 

  • Realistic workload demands

The next meeting of FESC in June 2019 will consider how to take these issues forward.

1. Anghydfod ynghylch Llwyth Gwaith Addysg Bellach
Adroddiad o'r cyfarfod gyda chynrychiolwyr cyflogwyr Addysg Bellach (CC): Gwnaeth eich trafodwyr, ynghyd ag undebau academaidd eraill yng Nghymru, gyfarfod â thrafodwyr CC ddydd Iau 7 Mawrth i drafod anghydfod UCU ynghylch llwyth gwaith a chael eu hymateb i'n hawliad. Cytunwyd y byddai CC yn pennu costau lleihad o 24 awr addysgu wythnosol i 23 awr a 22 awr a chafwyd cytundeb ynghylch meysydd eraill o'r hawliad a chytunwyd ar gylch gwaith ar gyfer y grŵp drafftio, a fydd yn cyfarfod ddydd Gwener 15 Mawrth i ddrafftio diwygiadau i'r Cytundeb Llwyth Gwaith Cenedlaethol.

2. Diweddariadau ar Ailstrwythuro Addysg Uwch

  • Caerdydd: Bydd cynrychiolwyr y gangen a rhanddeiliaid eraill yn cwrdd â'r Is-ganghellor ar 20 Mawrth i drafod eu gwrthwynebiad i'r angen i 'Drawsnewid Caerdydd', sef y cynigion y cytunodd Cyngor Caerdydd (Llywodraethwyr) arnynt i ailstrwythuro o fewn y brifysgol er mwyn arbed costau a thorri'r gweithlu. Nid oes hysbysiadau swyddogol o ddileu swyddi wedi'u hanfon eto.

  • Bangor: Ar hyn o bryd, mae'r gangen yn edrych yn fanwl ar y materion ariannol, drwy Weithgor Ariannol UCU, i weld beth y gellir ei wneud i ddiogelu swyddi aelodau ym Mangor. Mae hysbysiad ffurfiol o ddileu swyddi wedi dod i law ym Mangor.

  • PCYDDS: Nid oes hysbysiad ffurfiol o ddileu swyddi wedi dod i law eto, ond mae'r tîm rheoli yn cynnwys UCU ac undebau campws eraill yn y trafodaethau wrth iddynt fynd i'r afael â diffyg cyllid yn y dyfodol. 

  • Glyndŵr: Cyhoeddodd yr Is-ganghellor gylchlythyr ar 1 Mawrth yn hysbysu staff o heriau ariannol y sector addysg uwch a'r goblygiadau i Brifysgol Glyndŵr Wrecsam. Mae'n amlwg o'r cylchlythyr y bydd UCU yn cael hysbysiad ffurfiol o ddileu swyddi yn y dyfodol agos.

 3. Cyngres Cymru 2019 - Diweddariad ar Gynhadledd y Sector
Clywodd Cyngres HESC gan Greg Barnett, y Pennaeth Gwledydd a Rhanbarthau, am yr angen i ddatblygu'r gallu i fargeinio o fewn canghennau UCU er mwyn helpu i dalu'r diffyg ariannol drwy JNCHES (trafodaethau'r DU). Bydd swyddogion yng Nghymru yn gweithio gyda HESC i fynd i'r afael â'r materion yn ymwneud â gallu ac annog cynrychiolwyr canghennau ym Mhwyllgor Sector Addysg Uwch (HESC) UCU i drafod materion y gallent rannu adnoddau a llwyddiannau mewn perthynas  â nhw.

Gwnaeth FESC benderfyniadau ynghylch y canlynol:

  • Polisi Urddas yn y Gwaith Cymru Gyfan

  • A yw Cyngor y Gweithlu Addysg (CGA) yn dal i fod yn addas at ei ddiben? 

  • Iechyd Meddwl yn y Gweithle 

  • Hawliad Cyflog 19/20

  • Cydraddoldeb Graddfa Gyflog gydag athrawon ysgol 

  • Gofynion llwyth gwaith realistig
